Since the 1980s, the US Pacific Northwest has been shattered by a major environmental policy conflict related to the management of Federal forests. These “timber wars” were similar to forest environmental policy conflicts in several other countries, but were particularly polarized. They resulted in a significant change in Federal forest policy from timber production orientation to biodiversity conservation. The change occurred suddenly and had significant economic and social consequences within the region and beyond, but was embedded in long-term societal and institutional trends.In this paper, I adopt an interpretive approach in order to, first, understand contemporary interpretations of the 1993 policy change and, second, to reconstruct the contemporary discursive ‘landscape’ of the Pacific Northwest including the major resource management paradigms and narratives that guide policy making in this region today. Empirically, my interpretation is mostly built on 37 qualitative interviews with policy stakeholders that were conducted in the summer of 2011.Based on this evidence, the paper argues that there are four narratives circulating amongst policy stakeholders that represent different conceptualizations of the 1993 policy change. Yet, all narratives highlight the importance of environmental strategy making that mobilized the socio-institutional setting in order to prepare and finally achieve the change.Current forest policy in the region is characterized by a policy stalemate resulting from the confluence of diverse institutional, context-related factors and the inability of stakeholders to create enough contradictions or crisis by combining these factors in order to promote change-enabling narratives. Four resource management paradigms compete in the region and, within these, narratives and counter narratives on physical and social events are developed. Current forest policy is dominated by an ecosystem management paradigm, but forest management practices aim to reconcile demands arising from the different paradigms to a certain degree, for instance via the concept of “ecological restoration”. Yet, given that the material base that feeds such compromises is finite, a new crisis in Pacific Northwest forest policy in the future is likely.In conclusion, this paper offers an interpretation of Pacific Northwest forest policy (change) as a process in which social and physical events are ‘discursively mobilized’ by means of narratives that are produced against the background of major natural resources paradigms. This includes the art of ‘discourse agents’ in constructing problematizations and intervention logics to either defend the current policy state or to increase the likelihood of change.  相似文献

The stalked barnacle, Pollicipes pollicipes, is a shellfish resource which has been traditionally harvested by the coastal communities of the Iberian Peninsula. However, in recent years Pollicipes has attracted increased harvesting pressure due to its high market value. In a national park on the south-western coast of Portugal, legislation was formulated to address the overharvesting of this resource; however, its success has been limited due to lack of consensus among stakeholders. A Systems Approach Framework (SAF) was used to assess the socio-economic and cultural issues surrounding the harvest of Pollicipes. As part of this, interviews and a questionnaire survey were undertaken in the municipality of Vila do Bispo, in order to explore the perspectives of the shell fishers, local residents and restaurateurs. The majority of the stakeholders believed that the resource was overharvested and that their needs should be considered as part of the legislation formulation process. The stakeholders also agreed that the local market should be re-established and that the temporal closure period should be reconsidered. Stakeholder opinions differed with regard to the level of coastal management enforcement required, the licence distribution process and the restrictions implemented by national park authorities. It is concluded that using information such as that gathered from local stakeholders, it should be possible to effectively extend the SAF to simulate scenarios for future management options.  相似文献

This article develops the idea of “Extension 3.0” as an approach to agricultural extension that capitalizes on the network structure of local agricultural knowledge systems. Over the last century, agricultural knowledge systems have evolved into networks of widely distributed actors with a diversity of specializations and expertise. Agricultural extension programs need to manage these networks in ways that maximize the synergy between experiential, technical, and social learning. Using empirical research from California farmers, we highlight the structure of these networks within and across contexts, and the importance of boundary-spanning relationships. We provide some initial recommendations about actions needed to realize the goal of Extension 3.0, which is to deliver relevant agricultural knowledge to the right people, at the right time and place.  相似文献

Long‐term erosion monitoring data in the Ethiopian highlands are only available from the Soil Conservation Research Program (SCRP) watersheds including the Anjeni watershed. The 113 ha Anjeni watershed was established in 1984 and fanya juu terraces were installed in 1986. Runoff and erosion data are available from three different plot sizes and at the watershed outlet. The objective of this study was to investigate how erosion processes and sediment rating parameters vary with plot size and the progression of the rainy monsoon phase. We analyzed runoff and sediment loss data from 40 plots and the watershed outlet. The dataset included erosion data from 24 newly constructed plots (3 m length) during the rainy monsoon phase of 2012 and 2013, and 16 long‐term plots (with 12, 16, 22, and 24% slopes and 3, 15 and 30 m lengths) and the watershed outlet during the period between 1986 to 1990. Sediment concentration (C) was fitted to runoff (Q) using a power regression equation (C = aQb). Sediment concentration and yield increased with increasing plot length from 3 m to 15 m, but sediment yield decreased as plot length increased to 30 m.The coefficients (a and b) were affected by plot size and the progression of the rainy monsoon phase. As plot size increases, the a value increased, while the b value decreased. Greater a values were observed during the beginning of the monsoon phase, while values of b were greater towards the end of the monsoon phase. Overall findings suggest that erosion from cultivated fields is primarily controlled by transport limitations at the beginning of the monsoon phase, while towards the end of the monsoon phase, as surface covers emerge, sediment availability will be reduced, and thus sediment source would be a limitation. The timing of spring initiates an important period for resource availability for large trophic webs within ecosystems, including forage for grazing animals, flowers for pollinators, and the higher trophic levels that depend on these resources. Spring timing is highly variable across space, being influenced strongly by the departure of snow cover (i.e. snowmelt timing, in locations with a seasonal snowpack), climate, weather, elevation, and latitude. When spring timing occurs along a gradient (e.g. spring arriving later in higher elevations of mountainous terrain), the organisms that rely on spring resources often migrate to maintain an optimal position for spring resources – a phenomenon known as ‘surfing the green wave.’ While this behavior has been observed by tracking animals, there have been no studies to quantify the green wave as a movement across space and time. Furthermore, considering that snowmelt timing has moderate power to explain green-up timing for a given location, we ask the question: does snowmelt velocity predict green wave velocity? Here, we introduce the first continental maps of snowmelt and green wave velocity for North America from 2001 to 2016 as derived from the MODIS MCD12Q2 phenology dataset. We show that both snowmelt and green wave velocities are influenced strongly by topography, including slope and aspect. Furthermore, we quantify the relationships between snowmelt and green wave velocities according to three variables: direction, speed, and distance traveled. We conclude that mountainous ecoregions, such as the western North American cordillera, have the highest correspondence between snowmelt and green wave velocities, compared to flatter regions such as the Great Plains and tundra. This work will be of interest to wildlife ecologists, biologists, and land managers who seek to conserve migratory animals and the ecosystems that support them.  相似文献

The construction of emergency water sources is the material basis for ensuring urban water safety, and it is also an inherent requirement for maintaining social stability and development. The hydrogeological characteristics of groundwater in Luoyang City from the aspects of the division of groundwater aquifer groups, water yield property and groundwater dynamics were described in this paper. Two emergency water sources were selected on basis of comprehensively considering groundwater resources and ecological environmental effects, groundwater quality and exploitation technology, etc. Then it further analysed the aquifer types, water yield properties and groundwater recharge, runoff and discharge conditions of the two emergency water sources, and evaluate the groundwater resources quantity of the water sources. The results are that the shallow underground aquifer in Luoyang City is thick, coarse, and stable in lithology and thickness. The two water sources enjoy good exploitation potential and can be used as backup water sources to supply water in the event of a water source crisis.  相似文献

The efficiency by which communities capture limiting resources may be related to the number of species or functional types competing therein. This is because species use different resources (i.e. complementarity effect) or because species-rich communities include species with extreme functional traits (positive selection effect). We conducted two manipulative studies to separate the effects of functional richness and functional identity on the feeding efficiency (i.e. filtration rate) of suspension-feeding invertebrates growing on vertical surfaces. In addition, one experiment tested whether the density of organisms influences the effect of functional diversity. Monocultures and complete mixtures of functional types were fed with a solution of microalgae of different sizes (6 μm–40 μm). Experiments conducted at two locations, Helgoland and Plymouth, showed that functional identity had far larger effects on filtration rate than richness. Mixtures did not outperform the average monoculture or the best-performing monoculture and this pattern was independent on density. The high efficiency of one of the functional types in consuming most microalgae could have minimised the resource complementarity. The loss or gain of particular species may therefore have a stronger impact on the functioning of epibenthic communities than richness per se.  相似文献
